This resolution honors the life and public service of David Lyle Boren, a prominent Oklahoma politician and educator who served in various leadership roles throughout his career. Born in 1941 in Washington, DC, Boren graduated from Yale University and Oxford University as a Rhodes Scholar before earning a law degree from the University of Oklahoma. He served in the Oklahoma House of Representatives from 1967 to 1974, became the youngest governor in the United States at age 33 in 1974, and then served as a U.S. Senator representing Oklahoma from 1979 to 1994. During his Senate tenure, he was a member of several important committees, including the Senate Select Committee on Intelligence, which he chaired from 1987 to 1992. After leaving the Senate, Boren became President of the University of Oklahoma, serving from 1994 to 2018, where he implemented significant reforms such as establishing the Honors College and expanding study abroad programs. The resolution acknowledges Boren as the first Oklahoman to serve in state legislature, as governor, senator, and university president, and expresses the Senate's profound sorrow at his death on February 20, 2025, at the age of 83. The resolution requests that the Senate Secretary communicate this resolution to the House of Representatives and transmit an enrolled copy to Boren's family, and that the Senate adjourn in his memory.
