The resolution recognizes that providing equitable access to legislative proceedings is a fundamental citizenship right, particularly important for the approximately 450,000 residents living on neighbor islands or in rural O'ahu who face financial barriers to in-person participation. By leveraging the Hawaii State Public Library System's extensive network of 51 libraries with broadband capabilities, the resolution aims to create designated locations where citizens can remotely engage in state legislative activities. The Comptroller is specifically asked to submit a report with findings and recommendations, including potential legislation, no later than 20 days before the 2026 Regular Session, and to distribute certified copies of the resolution to key state officials responsible for libraries, planning, broadband access, and disability communication.
