This bill changes the composition and election process for appraisal district boards of directors in counties with populations of 75,000 or more. Currently, these boards have nine directors, with five appointed by taxing units and three elected countywide. The bill modifies this structure by requiring the board to divide the district into four single-member districts, with one director elected from each district. To be eligible for an elected position, a candidate must reside in the specific single-member district for at least two years and receive more votes than other candidates in that district. Elections will be held on the uniform election date in November of even-numbered years. The bill also requires the board to revise district boundaries after each federal census to reflect population changes, and allows directors to complete their terms even if boundary changes move their residence. Additionally, candidates must now indicate on their ballot application which single-member district they seek to represent. The changes will be implemented gradually, with the first elections under this new system occurring in November 2026, and the new board structure taking full effect in January 2027. Appointed directors will have staggered initial terms to facilitate the transition.
