This resolution requests the Director of Health to establish a Water Fluoridation Working Group to address oral health challenges in Hawaii. The working group would be composed of representatives from water supply departments across different counties, with the Director of Health serving as chairperson. The group's primary objective is to collaborate on determining best practices and identifying obstacles to adding fluoride to the state's drinking water systems. This initiative stems from Hawaii's poor oral health ratings and the lack of fluoride in public water systems (except on military bases). The Centers for Disease Control and Prevention has identified water fluoridation as a safe and cost-effective method for preventing tooth decay. The working group is requested to submit a comprehensive report with findings and recommendations, including potential legislation, no later than twenty days before the 2026 Regular Session. The group is set to dissolve on June 30, 2026, and will transmit copies of the resolution to key water supply and health officials across Hawaii's counties.
