The resolution specifically recommends that the complex include essential amenities such as bathrooms, secure indoor meeting and exhibition rooms similar to the McCoy Pavilion, food preparation facilities, and storage areas that animal clubs can rent to keep specialized equipment like dog agility gear, obedience training tools, and show cages. By creating this facility, the resolution seeks to provide a comprehensive, purpose-built space that supports animal education, training, and community engagement in a region currently underserved by existing park facilities.
