This bill authorizes the City of Vidalia, Georgia to exercise comprehensive redevelopment powers as outlined in the Georgia Constitution and the "Redevelopment Powers Law" (Chapter 44 of Title 36 of the Official Code of Georgia Annotated). Specifically, the bill enables the city to undertake community redevelopment projects, create tax allocation districts, and issue tax allocation bonds. To implement these powers, the bill mandates a referendum to be held on the Tuesday after the first Monday in November 2025, where voters will decide whether to approve the city's expanded redevelopment authority. The ballot will ask voters to approve or reject the Act, with a requirement that more than half of votes cast must be in favor for the legislation to take effect. If approved, the city will gain full authority to exercise redevelopment powers; if not approved or if the election is not conducted properly, the Act will be automatically repealed on the first day of January following the election. The election expenses will be paid by the City of Vidalia, and the election superintendent is responsible for certifying the results to the Secretary of State.
