Under the new provision, when no clear written statement is received or the statement is neutral, the maximum possible points from that scoring category will be transferred to another scoring category related to political subdivisions. When transferring these points, the department will award positive points for supportive resolutions, negative points for opposing resolutions, and zero points for neutral resolutions. The changes will only apply to LIHTC applications submitted during application cycles based on the 2026 qualified allocation plan or subsequent plans, ensuring that applications under earlier plans will be evaluated under the previous rules. The bill is set to take effect on September 1, 2025, providing time for stakeholders to prepare for the new scoring methodology.
