This bill modifies existing Iowa state law regarding government employee paid leave by introducing two key changes. First, the bill revises the current sick leave conversion policy, allowing state employees to convert unused sick leave into additional vacation days differently based on their years of employment: during the first four years, employees can convert up to one-half day of vacation if they have accumulated ten days of sick leave and do not use sick leave in a full month; after four years, employees can do the same after accumulating thirty days of sick leave. Second, the bill establishes a new paid parental leave policy for state employees covered under the federal Family and Medical Leave Act, providing up to four weeks of paid leave for birth mothers, up to one week for other birth parents, and up to four weeks for parents adopting a child, with the leave to be taken within twelve months of the birth or adoption. The Department of Administrative Services is tasked with creating rules to implement these new provisions, which will take effect on July 1, 2025.
