This bill establishes a system for sharing safety plans for minors who may experience behavioral or developmental health challenges or crises, particularly those at risk of encountering law enforcement or emergency services. A "safety plan" is defined as a written document created in advance of a crisis to guide how to assist an individual, and a "facilitator" is an individual who helps create this plan. The bill mandates the creation of a statewide "safety plan sharing portal" managed by the Department of Health Services (DHS) or a contracted nonprofit, which will allow for online completion of safety plans, provide simplified views for law enforcement, and ensure secure data handling. Minors, with the help of a facilitator, can create a safety plan that includes their personal information, de-escalation strategies, and contact details for support. Crucially, a minor must sign a release of information to share their safety plan through the portal with designated "safety plan partners," who are individuals or organizations like healthcare providers, schools, or law enforcement agencies that form a network. This release specifies that the plan will only be used for the minor's safety and well-being and can be revoked, except during a crisis. The portal will also send notifications when a plan is nearing expiration. The bill also authorizes an additional full-time position within DHS to develop and maintain this portal.
