This bill directs the Department of Marine Resources (DMR) to conduct a comprehensive study on the current process of appointing the Commissioner of Marine Resources, with the goal of understanding and potentially expanding stakeholder input. The study will involve soliciting participation from diverse fishing industry professionals, including representatives from various fisheries such as lobsters, clams, elvers, menhaden, sea urchins, scallops, oysters, shrimp, and halibut, as well as individuals with experience in fishing methods like gill net fishing, dragging, and aquaculture, and at least one member of a fisheries union. By December 3, 2025, the DMR is required to submit a detailed report to the Joint Standing Committee on Marine Resources, which will then have the authority to propose related legislation during the Second Regular Session of the 132nd Legislature. The bill aims to ensure that the appointment process for the Marine Resources Commissioner is more inclusive and representative of the diverse stakeholders in Maine's marine and fishing industries.
