This bill expands the Homes for Texas Heroes home loan program to include municipal solid waste personnel as eligible borrowers. Specifically, the bill defines "municipal solid waste personnel" as permanent, full-time local government employees who collect, sort, process, or dispose of solid waste, recyclables, organics, or household hazardous waste. The legislation amends the Government Code to add these workers to the list of professionals who can access low-interest home mortgage loans, which currently includes firefighters, corrections officers, county jailers, public security officers, peace officers, emergency medical services personnel, professional educators, and veterans. To qualify for the loan, applicants must reside in Texas, have an income not exceeding 115 percent of the area median family income, and be employed in one of the specified professions. The Texas Department of Housing and Community Affairs' corporation will be responsible for establishing and administering the program, including setting rules for loan approval, verification of residence, and other administrative details. The bill is set to take effect on September 1, 2025, providing municipal solid waste workers with the same home loan assistance opportunities as other public service professionals.
