This bill amends the Public School Code of 1949 to modify the Targeted Industry Cluster Certificate Scholarship Program, which provides grants to help Pennsylvania residents pursue specific educational programs addressing immediate workforce needs. The bill shifts the program's administration from explicitly naming the Pennsylvania Higher Education Assistance Agency to simply referring to it as "the agency" and expands the definition of eligible programs of study. The eligible programs now include educational pathways that take two or fewer years to complete, four or fewer years to complete (as determined by the agency), and specific bachelor's degree programs in nursing, public health, community health, and pre-physician assistant education. The Department of Education is required to collaborate with the Department of Labor and Industry to identify programs that train individuals for immediate workforce needs and provide a list of eligible programs to the agency. Grant awards will be established by the agency based on available resources, and the agency will determine and approve both student and educational provider eligibility requirements. The bill will take effect 60 days after enactment.
