This bill establishes a new Youth Behavioral Health Program under the Medical Assistance program to coordinate and improve behavioral health services for individuals under 21 with complex mental health needs. The program will be developed through collaboration between multiple state departments, including Health Services, Children and Families, and Public Instruction, with the goal of supporting families and preventing institutionalization. The program will offer a comprehensive range of services including mobile response, intensive home-based treatment, inpatient and outpatient behavioral health services, substance use disorder services, psychiatric services, and developmental disabilities services. Care coordination will be provided regionally by community organizations or county agencies, and the state may procure a statewide managed care plan to ensure service accessibility. The Department of Health Services is authorized to create rules, establish standards for staffing and network adequacy, and seek federal approval for reimbursement. The bill also authorizes one additional full-time equivalent position within the department to develop and implement the program, highlighting the state's commitment to improving youth mental health support.
