AI Summary
This bill amends The Administrative Code of 1929 to enhance the annual property survey process for state-owned real estate. The bill requires state agencies to provide detailed information about their properties, including location, size, current use, building condition, and whether any property is surplus. Notably, agencies must now assess surplus properties for their potential to develop affordable housing for very low-income, low-income, and middle-income households. The bill defines these income categories in relation to the median gross household income in a specific housing region, with "affordable housing" defined as housing where occupants pay no more than 30% of their gross income, including utilities. Agencies must submit their completed surveys to the department by March 1 each year, and the department will compile these surveys and distribute them to the House and Senate State Government Committees. Additionally, the bill establishes a process for determining whether surplus properties can be transferred to other agencies that might make better use of them, with transfers requiring approval from the General Counsel and the Secretary of Budget and Administration. The legislation aims to improve transparency and efficiency in managing state-owned real estate while potentially addressing housing affordability challenges.
