This bill requires the Minnesota Commissioner of Health to include detailed immunization data on death certificates for individuals who died within two years of receiving a vaccine. Specifically, the bill mandates that death certificates must document vaccination details such as administration date, vaccine product name, dose volume, lot number, route and site of administration, and expiration date. For individuals under 18, the entire immunization record must be attached to the death certificate. Additionally, the bill requires the Commissioner to produce two types of public reports: first, a report within ten days of each fiscal year's start detailing deaths occurring at various intervals after immunization, categorized by vaccine type, demographics, and other factors; and second, a biennial cause of death and injury study issued before major elections, which will include information about deaths, injuries, and relevant demographic data. The bill also establishes a process for independent audits of these reports, where four auditors will be selected to review the data under strict privacy protections. These provisions will become effective for deaths occurring on or after January 1, 2026.
