This bill modifies the existing law regarding the Onward We Learn Scholarship program by adding provisions for reimbursing Onward We Learn with any remaining funds from two specific scholarship programs in Rhode Island. Specifically, if there are unused funds from the Rhode Island Promise Scholarship (associated with the Community College of Rhode Island) or the Rhode Island Hope Scholarship (associated with Rhode Island College) after those institutions have satisfied all eligible scholarships, the Office of the Postsecondary Commissioner must reimburse Onward We Learn for scholarships they have already paid on behalf of their students who attended those respective colleges. The bill maintains the existing process for appropriations and payments, where the state controller will draw orders for payment upon receiving proper vouchers from the Office of the Postsecondary Commissioner, and the state treasurer must remit the funds to Onward We Learn's scholarship program accounts by the end of the second month of the fiscal year. The bill will take effect immediately upon its passage.
