AI Summary

This bill establishes the Housing Construction Loan Program within the Pennsylvania Housing Finance Agency to help increase housing availability for low and moderate-income individuals and families. The program allows eligible builders (defined as construction companies with a primary business location in Pennsylvania and at least three years of in-state business history) to apply for loans to construct new housing units, and enables low and moderate-income individuals and families to obtain long-term financing for these new homes. Key provisions include limiting loan amounts to 80% of the previous year's median housing sale price for the specific county, capping loan terms at 15 years, and restricting loans to no more than 100% of total project costs. The bill also creates a Housing Construction Loan Fund in the State Treasury, which will be funded by legislative appropriations, grants, and loan repayments. The Pennsylvania Housing Finance Agency will administer the program, set interest rates based on its borrowing costs, and ensure that housing units are sold to eligible low and moderate-income individuals or families. The legislation aims to address housing affordability and availability by providing targeted financial support for housing construction and home ownership.
