This concurrent resolution urges Hawaii's counties to adopt local zoning ordinances that require owners of agricultural-zoned lands to execute and record declarations acknowledging state and county agricultural land use regulations, requirements, and potential penalties for noncompliance. The resolution is motivated by data showing that while nearly half of Hawaii's 4.1 million acres are designated for agricultural use, only about 8% are actively growing crops and 18.5% are used for grazing. Recognizing the importance of agriculture to Hawaii's economic and social well-being, the resolution seeks to encourage more active use of agricultural lands by requiring property owners to formally recognize their legal obligations and by recommending that counties provide information about farm apprenticeship and mentoring programs. Currently, only Maui County requires such declarations when obtaining building permits, and this resolution aims to expand that practice statewide. The resolution also calls for distributing copies of the resolution to various state and county officials, including agricultural and planning directors, to promote awareness and implementation of these recommendations.
