This bill amends the state finance law to require state agencies, departments, boards, authorities, and other institutions to publicly post detailed information about certain contracts that are executed during emergency situations or are exempted from standard approval processes. Specifically, within 30 days of executing an "emergency contract" (a contract made during a gubernatorial executive order suspending normal contracting rules) or an "exempted contract" (a contract executed under specific legal exemptions), the contracting entity must publish on their public website information including the emergency declaration or legal provision that allowed the contract, a description of the contract (including its amount, vendor, term, purpose, and how it relates to a declared state disaster emergency), and whether the contract was awarded through a competitive process. If the contract was not competitively awarded, the agency must explain why. Importantly, the bill stipulates that these transparency requirements cannot be suspended or modified even during a state disaster emergency, ensuring consistent public disclosure of such contracts.
