This resolution requests the Hawaii Department of Health to convene an Aeromedical Services Working Group to address critical healthcare access challenges in rural communities, particularly regarding emergency medical transportation. The working group would comprise representatives from various state and county emergency management agencies, healthcare associations, health systems, independent providers, and emergency aeromedical service providers. The group's primary objectives are to study and assess emergency aeromedical services needs across the state and its counties, and develop recommendations for future plans, procedures, protocols, and funding to improve the predictability and stability of air ambulance medical services. This initiative is motivated by the current system's limitations, including being served by only one statewide aeromedical services provider and facing challenges such as insufficient funding and infrastructure. The working group is requested to submit a comprehensive report to the Legislature no later than twenty days before the 2026 Regular Session and is set to dissolve on June 30, 2026, highlighting the temporary and focused nature of this collaborative effort to address critical healthcare transportation needs.
