This concurrent resolution requests the Office of Wellness and Resilience to develop a comprehensive report addressing the developmental challenges faced by children born during the COVID-19 pandemic between 2018-2025. The resolution acknowledges the profound impacts of the pandemic on children's social, emotional, and academic development, including reduced social interactions, increased screen time, and disrupted routines. The requested report should include trauma-informed care research, identify existing services from various state departments and community organizations, analyze support for families affected by the 2023 Maui wildfires, provide information on supporting educators experiencing secondary traumatic stress, and offer recommendations to promote resilience and well-being. Recognizing that children from disadvantaged, minority, and rural communities have been disproportionately affected, the resolution aims to develop interventions to mitigate long-term impacts on educational and life trajectories. The Office of Wellness and Resilience is asked to submit the report, including potential legislation, by December 31, 2026, with copies to be transmitted to the Governor and the Office's Director.
