This bill establishes new requirements for core curriculum courses at Texas public institutions of higher education, focusing on both prohibitions and mandatory learning objectives. The bill stipulates that core curriculum courses cannot distort historical events, teach identity politics, or be based on theories that suggest systemic racism, sexism, oppression, or privilege are inherent in U.S. or Texas institutions. Instead, courses must provide specific educational outcomes for each subject area: communication courses should develop clear writing and public speaking skills; mathematics courses should teach key concepts and quantitative reasoning; science courses must emphasize critical examination of scientific methods; language courses should enable foreign language proficiency; literature and philosophy courses must explore Western civilization's development; arts courses should develop artistic analysis skills; U.S. history courses must provide a comprehensive understanding of national and state history; U.S. government courses should teach foundational civic principles like natural rights, democracy, and governmental structures; and social science courses must help students understand human behavior and social, political, and economic dynamics. The bill will apply to academic years beginning with 2025-2026 and will take effect immediately if it receives a two-thirds vote in the Texas legislature, or otherwise on September 1, 2025.
