This bill establishes a framework for the Texas Historical Commission (THC) to operate and manage the Eyes of Father Margil State Historic Site and Trail located in Nacogdoches, Texas. Under this contract, the commission can expand, renovate, manage, and maintain the site, including constructing a visitor center, preserving historical artifacts, employing staff, and accepting donations. The bill also establishes a dedicated fund for the historic site, which will consist of admissions revenue, gift shop sales, and donations. This fund can be spent without legislative appropriation specifically for administering, operating, preserving, repairing, and maintaining the historic site. The bill provides the commission with broad authority to accept grants and donations for the site's operation and gives it flexibility in managing the historic site's financial and operational needs. The legislation will take effect immediately if it receives a two-thirds vote in both legislative chambers, or on September 1, 2025, if it does not receive the required voting threshold.
