This resolution requests the Department of Education, in collaboration with the Department of Health and State Public Charter School Commission, to conduct a comprehensive study on managing heat exposure in public and charter schools to protect students' health during outdoor activities. The study aims to address the increasing temperatures and humidity in Hawaii that pose significant risks of heat-related illnesses, particularly for children who are more vulnerable to heat stress. The resolution specifically asks the Department of Education to examine the feasibility of using wet-bulb globe temperature (a standard method for measuring heat stress) and develop guidelines if existing practices are insufficient, including protocols for hydration, staff training on heat illness symptoms, safeguards for students with medical conditions, and recommendations for student acclimatization. The proposed guidelines would apply to various outdoor activities such as sports practices, recess, marching band practice, and JROTC activities. The Department is requested to assess implementation costs and submit the study and potential plan to the Legislature before the 2026 and 2027 Regular Sessions, respectively, with the ultimate goal of creating a statewide approach to protecting students from heat-related health risks.
