This concurrent resolution urges the four counties of Hawaii (Honolulu, Maui, Hawaii, and Kauai) to establish new Sister City relationships with other Pacific Island municipalities. The resolution is inspired by the successful 13th Festival of Pacific Arts and Culture (FestPAC) hosted in Hawaii in June 2024, which highlighted the importance of building connections between Hawaii and its Pacific Island neighbors. The resolution notes that Pacific Island communities share similar histories, traditions, and cultures, and that Sister City programs can facilitate meaningful exchanges in areas such as arts, culture, education, youth programs, business, trade, and community development. Currently, Hawaii counties have Sister City relationships with 89 cities worldwide, including 30 in the Pacific region. By expanding these relationships, the resolution aims to strengthen regional ties and cultivate a deeper mutual understanding and appreciation of the people, history, and culture of Pacific Island communities. The resolution requests that certified copies be transmitted to the Executive Director of the Hawaii State Foundation on Culture and the Arts and the mayors of the four counties.
