This concurrent resolution urges the State of Hawaii to prohibit leasing public lands to the United States Department of Defense (DOD) or any military branch if they are noncompliant with environmental maintenance or remediation requirements that impact public health and safety. The resolution requests the Board of Land and Natural Resources (BLNR) to formally ask the DOD to incorporate environmental compliance requirements into existing land leases, and alternatively, to require the military to remove hazards and restore leased lands to a condition suitable for agriculture, residential use, and human habitation before lease termination. The BLNR is also requested to submit reports to the Legislature prior to the 2026 and 2027 Regular Sessions detailing the status of these requests and any related negotiations.
