This resolution recognizes September 2nd as Richard "Buffalo" Keaulana Day in Hawaii to honor a legendary surfer, lifeguard, and cultural icon. Keaulana, born in Honolulu in 1935, was a prominent figure in Hawaii's surfing community, known for his exceptional surfing skills and winning multiple championships at the Makaha International contest. He served as Makaha's chief lifeguard for over two decades, earning the nickname "Mayor of Makaha" and becoming a respected community leader. Keaulana was also a notable waterman who participated in the historic first voyage of the Hokulea voyaging canoe and was inducted into the Outrigger Duke Kahanamoku Foundation Hall of Fame. He comes from a surfing dynasty, with two of his six children becoming world-class surfers, and his legacy is celebrated for his contributions to surfing, ocean safety, and Hawaiian cultural preservation. The resolution specifically states that while September 2nd will be recognized as Richard "Buffalo" Keaulana Day, it will not be considered an official state holiday, and a copy of the resolution will be transmitted to the Governor.
