This resolution requests the Office of Wellness and Resilience to develop a comprehensive report addressing the developmental challenges faced by children born during the COVID-19 pandemic (specifically those born between 2018-2025). The report is intended to examine the profound impacts of the pandemic on children's social, emotional, academic, and health development, with a focus on identifying trauma-informed care strategies and support services. The requested report must include research on trauma's effects, interventions to prevent re-traumatization, an overview of existing services from various state departments and community organizations, an analysis of support for Maui wildfire-affected individuals, information on supporting educators experiencing secondary traumatic stress, and recommendations for strengthening frontline workers' self-care and resilience. The resolution acknowledges that children in this age group have experienced significant developmental delays, reduced social interactions, and increased challenges due to pandemic-related disruptions, with particular emphasis on disparities affecting economically disadvantaged, minority, rural, and Native Hawaiian communities. The Office of Wellness and Resilience is requested to submit its report, including potential legislative proposals, by December 31, 2026, with copies transmitted to the Governor and the Office of Wellness and Resilience Director.
