This resolution urges the County of Maui to prioritize developing and planning the northern terminus of the Kihei North-South Collector Road, a critical transportation infrastructure project originally envisioned in the 1998 community plan. The road is intended to alleviate significant traffic congestion in the South Maui region, particularly in North and South Kihei, where limited north-south routes have created bottlenecks and mobility challenges. Despite a $25 million federal grant awarded in 2023 for a road segment extension, the northern terminus remains unplanned. Given population projections indicating Maui's population could grow from 129,471 in 2005 to 194,630 by 2030, with the Kihei-Makena area expected to experience substantial growth, the resolution specifically requests the County of Maui to collaborate with the Maui Metropolitan Planning Organization, Maui County Planning Department, and Maui County Council to identify the northern terminus location. The resolution also requires the county to submit a status report to the Legislature twenty days before the 2026 Regular Session and directs certified copies of the resolution to be sent to key county officials involved in transportation planning.
