The resolution also includes important disclaimers that these shelters may not necessarily be open during every emergency, with final shelter determinations made when an emergency is officially declared. Additionally, the counties are encouraged to collaborate with the Hawaii Emergency Management Agency to develop a statewide list of shelters and their hurricane ratings, with copies of the resolution to be transmitted to relevant emergency management administrators across the affected counties.
