This bill requires firearm owners in North Carolina to report lost or stolen firearms within 24 hours of discovering the loss or theft to either local law enforcement or the State Bureau of Investigation (SBI). The report must include, if known, details about the firearm such as its caliber, make, model, manufacturer, serial number, and other identifying marks, as well as the circumstances of the loss or theft. Upon receiving such a report, law enforcement must enter the firearm's identifying information into the National Crime Information Center database. Violation of this reporting requirement is initially classified as a Class 3 misdemeanor, but subsequent violations become a Class I felony. The bill will take effect on December 1, 2025, and will apply to offenses committed on or after that date.
