Agencies must submit their program plans to the department, assembly speaker, and senate president for review. The performance review must include a comprehensive analysis covering legislative intent, program objectives, quantitative measures (such as participant demographics, service inventories, budget information, and job placement data), and a methodology for comparing program outcomes against objectives. The department will then prepare a unified summary of these performance reviews, to be submitted to the legislature by January 31st each year, which will include recommendations for program improvements, coordination, and potential statutory changes.
