Bill Summary

This bill relates to critical infrastructure sabotage. The bill provides that “critical infrastructure” includes a telecommunications service, information service, or cable service as defined in 47 U.S.C. §153, or a wireless service as defined in Code section 8C.2. A person who, overtly, intentionally, and without authorization, causes or has the means to cause, and in substantial furtherance of causing, a substantial and widespread interruption or impairment of a fundamental service rendered by critical infrastructure commits critical infrastructure sabotage, a class “B” felony, and is subject to confinement for no more than 25 years and a fine of not less than $85,000 nor more than $100,000.

AI Summary

This bill expands the legal definition of critical infrastructure to include telecommunications services, information services, cable services (as defined by a specific federal code), and wireless services (as defined in a state code section). The bill modifies existing Iowa law by broadening the scope of what constitutes critical infrastructure beyond its previous narrow definition. Specifically, the bill amends section 716.11, subsection 1, paragraph c to add these new categories of services to the definition. By doing so, the bill strengthens protections for a wider range of communication and technology services, making it a more serious criminal offense to intentionally sabotage or substantially disrupt these critical infrastructure components. The broader definition aligns with the government's summary, which indicates that unauthorized and intentional disruption of these services could result in a class "B" felony, potentially leading to up to 25 years of confinement and a substantial fine ranging from $85,000 to $100,000.
