This bill requires the Peace Officer Standards and Training Board to update its standards of conduct to mandate that peace officers cooperate with external investigations into use of force incidents, provided the officer being asked to cooperate is not the subject of or accused of wrongdoing in the investigation. Specifically, when a law enforcement agency that does not employ a particular officer is investigating a use of force incident, that officer must provide information and assistance to the investigating agency. To encourage compliance, the bill provides legal protection by stating that a peace officer who cooperates with such an investigation will be immune from civil or criminal liability that might arise from statements or admissions made during the course of the investigation.
