This bill amends the existing Minnesota education law by requiring the commissioner of education to expand the current substance use model program for middle and high school students to include specific education about overdose prevention. The bill adds a sixth component to the existing model program, mandating that schools incorporate instruction on overdose recognition, prevention, and response alongside the current requirements about substance use effects, health risks, behaviors, substance use disorders, treatment options, and healthy coping strategies. The model program must continue to be medically accurate, age-appropriate, culturally inclusive, and scientifically grounded. The commissioner is required to publish a list of model programs with written materials, resources, and instructor training by June 1, 2025, with the goal of providing comprehensive education to help students understand the dangers of substance use and equip them with knowledge to potentially save lives in overdose situations. The amendment will take effect the day after final enactment.
