This bill requires municipalities in Minnesota to create mixed housing and commercial corridor districts that allow for more diverse residential development. Specifically, urban and first-class cities must create mixed housing districts that allow various housing types (such as single-family homes, townhouses, duplexes, triplexes, and fourplexes) in at least 75% of residential-zoned areas, with some flexibility for municipalities to prohibit fourplexes. Nonurban municipalities must implement similar mixed housing districts in at least 50% of their residential-zoned areas. The bill also mandates the creation of commercial corridor districts along municipal state-aid streets, with specific density requirements. Municipalities are restricted from imposing overly burdensome zoning regulations that would prevent the development of these diverse housing types, including limitations on building size, parking requirements, and homeowners association rules. If municipalities fail to comply, all types of mixed housing would automatically become permitted uses in residential zones.
