This bill establishes mental health case management and community support services specifically for individuals with complex post-traumatic stress disorder (C-PTSD), expanding existing mental health service provisions. The bill defines C-PTSD as a mental illness condition where an adult experiences PTSD symptoms that significantly interfere with daily functioning, particularly related to intergenerational, racial, or historical trauma. To qualify, an individual must have documentation from a mental health professional showing culturally sensitive assessments, significant functional impairment, and increasing concerns about potential future PTSD episodes. The legislation requires county boards to provide case management services for these individuals, including helping them with employment, daily living activities, housing, benefits application, and social support. Providers must inform eligible individuals about case management services and refer them to county coordinators if the client consents. The bill mandates developing individualized community support plans within 30 days of intake, reviewing these plans at least every 180 days, and involving the client and their support network in the planning process. Importantly, the bill specifies that these services will be eligible for medical assistance reimbursement and must be implemented upon receiving federal approval, with the commissioner of human services required to notify the revisor of statutes when such approval is obtained.
