AI Summary

This bill establishes a one-year moratorium on private equity companies and Real Estate Investment Trusts (REITs) acquiring or increasing their ownership, operational control, or financial control of hospitals in the state. The bill provides detailed definitions for key terms such as "hospital," "ownership interest," "operational control," "private equity company," and "real estate investment trust." Specifically, the legislation prevents these entities from purchasing hospitals or gaining controlling interests, with exceptions for transactions that have already filed a certificate of need application by June 1, 2025. The moratorium is designed to temporarily halt potential changes in hospital ownership that might impact healthcare delivery and is framed as an emergency measure to protect public health, peace, and safety. The bill includes a sunset provision that automatically repeals the moratorium on June 15, 2026, meaning the restrictions will automatically expire at that time unless further legislative action is taken. The emergency clause means the bill takes effect immediately upon approval, allowing it to bypass the standard 90-day waiting period for legislative acts.
