This bill establishes the Task Force on Modernizing Manufacturing, a 15-member group appointed by the governor to study and support the modernization of manufacturing in Texas. The task force will include representatives from small, mid-sized, and large manufacturers, experts in automation and digital technologies, workforce and education representatives, and labor union members. The task force's primary duties are to examine the current state of manufacturing in Texas, identify barriers to adopting new technologies, develop recommendations for policies and programs to support manufacturing modernization, and evaluate the potential economic impact of these efforts. The task force is required to prepare and deliver a comprehensive report to state leadership by October 1, 2026, detailing its findings and recommendations for legislative or other actions. The task force will be supported administratively by the relevant state office and will be dissolved on September 1, 2027. The bill takes effect immediately if it receives a two-thirds vote in the Texas Legislature, or otherwise will take effect on September 1, 2025.
