This bill creates a 15-member Review Committee for De-escalation and Crisis Intervention Techniques Training, established by the Texas Commission, to periodically review and update training programs for peace officers. The committee will be composed of diverse members, including three law enforcement officers (two from municipalities with over 250,000 people), three academic experts in de-escalation and crisis intervention, three mental health advocacy representatives, and six additional members with relevant qualifications. Every six years, the committee will review and update the curriculum for de-escalation and crisis intervention training programs, ensuring they reflect current best practices, and will publish a report on their findings on the commission's public website. The first review and report must be completed by March 1, 2026, and the bill will take effect either immediately with a two-thirds vote in the Texas legislature or on September 1, 2025, if that threshold is not met. The committee is exempt from standard government committee duration rules, allowing for more flexibility in its ongoing work to improve peace officer training.
