This bill authorizes Suffolk County and the Village of Nissequogue to offer a special 20-year retirement option to Bridget Topping, a police officer who is employed full-time by the county and part-time by the village. Specifically, the bill allows these municipalities to retroactively enable Topping to participate in an optional retirement plan under section 384-d of the Retirement and Social Security Law, despite her previous failure to apply in a timely manner. To do this, the county and village must file separate resolutions with the state comptroller within nine months of the act's effective date, certifying that Topping did not intentionally miss the original application deadline. If approved, Topping will have one year to file a request to be covered by the retirement plan, which will provide her with full retirement rights and benefits.
