This bill modifies the existing provisions for food export certificates issued by the Minnesota Department of Agriculture by changing the payment process for these certificates. Currently, the fee for each certificate is $125, and the bill now requires that payment either be received with the initial request or that the department bill the requesting person within seven days of issuing the certificate. The requesting person must now submit payment either at the time of the request or within ten days of the billing date. If payment is not received within 15 days of the billing date, the commissioner is authorized to withhold future certificates for that person until all previous fees are paid in full. The bill covers a wide range of export-related certificates, including certificates of free sale, origin, sanitation, health, and purity, among others. The fees collected will continue to be deposited into the food certificate account or another agricultural fund account to cover the expenses associated with issuing these certificates.
