This bill amends the Natural Resources Code to establish new, more detailed application fees for various oil and gas waste management permits issued by the Railroad Commission of Texas. The bill defines several new types of permits, including landfarm permits (for disposing of low-chloride, water-based oil and gas waste by mixing it into soil), landtreatment permits (for disposing of oil-based waste by mixing it into soil), and land application permits (for covering an area with gas plant effluent or low-chloride produced water). The legislation introduces a tiered fee structure for different permit types: $500 for landfarm, landtreatment, or land application permits; $2,000 for commercial oil and gas waste separation facility permits; $1,000 for amendments to such separation facility permits; $3,000 for commercial surface oil and gas waste disposal facility permits; and $1,000 for amendments to disposal facility permits. The bill also maintains the existing $200 fee for fluid injection well permits. These changes will apply only to permit applications filed on or after the effective date of September 1, 2025, with previous applications continuing to be governed by the existing fee structure.
