This bill establishes a new type of license plate specifically for rental motor vehicles, allowing auto rental companies that own at least 50 vehicles to apply for specialized plates. Under this legislation, an auto rental company can obtain rental motor vehicle plates for their passenger automobiles, pickup trucks, motorcycles, and recreational vehicles by paying standard license plate and registration fees. The plates will have a distinctive design that includes the phrase "RENTAL MOTOR VEHICLE" and will be valid for seven years. Companies can transfer these plates between their rental vehicles for a $5 transfer fee, with each set of plates only valid for a single vehicle at a time. The bill provides some unique exemptions for these plates, such as not requiring standard validation stickers, and includes specific definitions for "auto rental company" and "rental motor vehicle". The new plate system will become effective on July 1, 2026, or when the Department of Public Safety's Division of Driver and Vehicle Services is ready to issue them, whichever comes first.
