This bill amends the New York insurance law to establish new requirements for how insurers process and reimburse ambulance service payments. Specifically, insurers must now submit payments either directly to in-network ambulance providers at negotiated rates, or for out-of-network providers, issue a joint check payable to both the insured patient and the ambulance provider. If the ambulance provider has a duly executed assignment of benefits on file, the insurer must accept this assignment and pay the provider directly, regardless of any contradictory policy language. When issuing a joint check, the insurer must also electronically notify the provider, including details such as the patient's name, date of service, payment date, payment amount, and payment address. The bill aims to provide more transparency and direct payment options for ambulance services, ensuring providers are fairly compensated and patients are kept informed about their medical billing. The law will take effect immediately upon enactment.
