This bill establishes a grant program through the Criminal Justice Division (CJD) to support professional development for peace officers who have achieved a master proficiency certificate. Specifically, the bill creates a program that allows law enforcement agencies to apply for a $6,500 grant on behalf of eligible full-time peace officers who hold a master proficiency certificate issued by the Texas Commission on Law Enforcement. The grant can only be awarded once to a specific individual and must be used by the law enforcement agency to increase the compensation of the qualifying officer. To be eligible, an officer must hold a current master proficiency certificate, work full-time for a law enforcement agency, and meet any additional criteria set by the CJD. The grant can be applied for either by the law enforcement agency on behalf of an employee or by the individual officer with their agency's consent. The bill requires the CJD to establish procedures for processing applications, evaluating candidates, and monitoring grant usage. This program aims to incentivize and recognize highly trained peace officers by providing a financial benefit tied to their advanced professional certification. The grant program will apply only to master proficiency certificates issued on or after the bill's effective date of September 1, 2025.
