This bill amends Idaho election campaign contribution reporting requirements by creating an exemption for certain commercial sales transactions by candidates or political committees. Specifically, the bill allows political treasurers to be exempt from recording and reporting individual commercial sale transactions under the following conditions: the transaction must be less than $200, the total merchandise sales and cost of goods sold must be reported to the secretary of state, the items must be available to the general public as a standard retail transaction, and items with a limited quantity of five or fewer at the start of an event or sale are not considered commercial sale items. Additionally, these commercial sale items will be exempt from certain tax provisions in Idaho Code. The bill provides this exemption while maintaining existing requirements that contributions over $50 must be accompanied by the contributor's full name and complete address, and that contributions without proper identification must either be returned to the contributor or, if the contributor cannot be identified, transmitted to the state controller for deposit in the public school fund. The bill is set to take effect on July 1, 2025, with an emergency clause indicating its immediate importance.
