AI Summary

This bill establishes the Adult Use Cannabis Regulation Act to comprehensively regulate the cultivation, manufacturing, sale, and consumption of cannabis in Kansas. The legislation creates a detailed licensing system with multiple categories of cannabis business licenses, including cultivation facilities, testing facilities, product manufacturers, transporters, retailers, and hospitality businesses. The bill requires extensive background checks and financial disclosures for license applicants, establishes a 15% tax on cannabis sales, and creates a cannabis business regulation fund to support enforcement and administration. Key provisions include strict age restrictions (21 and older), comprehensive tracking of cannabis from seed to sale, mandatory testing for safety and potency, and specific rules for packaging, advertising, and consumption. The bill also amends existing criminal statutes to create legal protections for licensed cannabis businesses and their employees, effectively decriminalizing cannabis-related activities within the regulated framework. A Cannabis Advisory Committee is established to provide ongoing guidance, and the act includes provisions for confidentiality of business information and creates pathways for financial institutions to work with cannabis businesses. The legislation is set to expire on July 1, 2035, allowing for periodic review and adjustment of the regulatory framework.
