This bill requires the Massachusetts Department of Elementary and Secondary Education to conduct a comprehensive study on special education services for students with disabilities, partnering with at least one public higher education institution, local educational authorities, and private educational providers. The study will examine the current delivery of education and services under state and federal disability laws, including the Individuals with Disabilities Education Act (IDEA) and Section 504 of the Rehabilitation Act. The research will specifically analyze the social and societal factors influencing disability diagnoses, such as race, ethnicity, gender, immigration status, parental education, and socioeconomic background. Additionally, the study will comprehensively evaluate existing and potential educational models for students with disabilities, considering both in-district and out-of-district settings, and assess the associated costs and benefits, including expenses related to personnel, transportation, housing, specialized services, supports, and assistive technologies. The bill also requires the department to propose methods for providing individualized, inclusive instruction for all students. The department must submit its recommendations and any necessary proposed legislation to the joint committee on education and legislative clerks by May 1, 2026.
