This bill modifies the structure of the Commonwealth Employment Relations Board by establishing a new composition and governance framework. Specifically, the board will now consist of 3 members appointed by the governor: one representative of organized labor (chosen from a list provided by the Massachusetts AFL-CIO), one representative of municipal management (chosen from a list provided by the Massachusetts Municipal Association), and one neutral member. The board will have greater independence from the executive office of labor and workforce development, with interaction limited to reasonable information-sharing requests. Board members will serve 5-year terms, with staggered expirations to ensure continuity, and no more than 2 members can be from the same political party. Members can be removed by the governor only for neglect of duty or malfeasance, and any vacancies will be filled through the same appointment process. This restructuring aims to create a more balanced and independent body to handle employment relations at the Commonwealth level.
